Do I need to "cut down" my Black Eyed Susans after the first frost? And if so, how far down?

You do not have to cut the seedheads off in the fall. In fact, many gardeners leave them in place to feed the finches over the winter.
You can remove them if you want to prevent the plants from reseeding.
Just remove the spent flower stalks and leave the mound of leaves at the bottom alone. This can be done in spring or fall.
